I bought apple xs in ebay
I try to unlock in here ( https://www.att.com/deviceunlock/#/)
but they answer " You canceled service for this device within the 14-day return policy period"
what the?
what can I do?

If you bought the phone on eBay, the previous owner likely bought a phone just so he could quickly sell it on eBay and immediatly canceled the service. AT&T isn't going to unlock the phone. All you can do is try to get your money back from the seller (unlikely) or from eBay.
