Why won't the website let me unlock my iphone 7?

Hello! I can't unlock my iPhone for the third day, on the unlock page it says that there are problems with the Internet on the site, changing and cleaning the cache and cookies did not help, what to do please help

There are no internet problems with the website.  That’s a basic message that usually means that the website is being blocked by a firewall somewhere, either in your country, or in the US.  ATTHelps asking various permutations of “are you really, really sure the phone is eligible for unlocking” isn’t going to resolve the issue of getting through to the website.  If you can’t get through to the website, the only other way is to call them and hope that they’ll process an unlock online.

Was it on an AT&T postpaid plan for sixty days with no past due or unpaid balance or was it on an AT&T prepaid plan for six months? If it meets that and the other requirements listed in the preceding link, let us know so we may investigate further.

on the link https://www.att.com/deviceunlock/unlockstep1 gives an error Oops! Looks like we're having network difficulties. Try again later tried it from different browsers, cleaned the cache, nothing helps

the problem was in browsers
it turned out to be sent only via vpn
