We can only unlock devices that are part of the AT&T network.

I'm trying to use my device (and old IPhone 7) with another carrier.  I've submitted an unlock request to AT&T and the response I get is the device is not in the AT&T network. However I`m sure it is locked to AT&T. I`m not AT&T customer. Is it possible to unlock this device some how?

That message just means that the IMEI isn’t in AT&T’s unlocking database, not that it may not be locked to AT&T.  The unlocking portal won’t work, so you would have to contact AT&T and have them manually research the IMEI for unlocking.  However, if you don’t have an account, or aren’t the original owners, their response will most likely be to tell you or have the original owner unlock it.  If you can’t do that, your only realistic options are to file a FCC or BBB complaint.
