Visual Voicemail unnavailable

I tried these steps to reset my visual voicemail. All it did was reset the password, but now I don’t even have access to the voicemail tab. I actually have to press and hold 1 to call voicemail. The voicemail tab says to set up Visual voicemail but then it won’t let me set it up. It keeps telling me it’s unavailable and to try again later it’s been two days of this.
