US AT&T Activation Policy

Hi. I have a problem to use my sim-card (which i used yesterday), cause of the US AT&T Activation Policy. I tired to reach operator but nobody could help me. I used this phone with ukranian sim card only, I'd never had AT&T sim card. What should I do?

FYI the phone was a present from my friend...

if it was a present from your friend are you 100% sure he didnt have at&t? operators cannot help the only way to unlock it is from the unlock portal

That message means that the phone is carrier-locked AT&T. Constructive gave you the link to the unlock portal
