I am wanting to purchase a phone that is locked to At&T, but i dont want to use at&t. I was wondering if i purchased this phone, i could unlock and use it on my service.

If you purchase a phone from AT&T, it will come locked to AT&T.  Also, it’s unlikely that you’ll be able to buy a phone from AT&T without also getting their service.  If you want an iPhone, but don’t want AT&T service, then buy an unlocked SIM free phone directly from Apple.

Maybe. Go to the unlock portal and read the requirements to unlock. Any phone can be unlocked if the requirements to unlock have been met. Though why you’d buy a phone locked to ATT when you don’t intend to use ATT, I don’t understand.

Doesn’t matter much.  Either the phone is eligible for unlocking, or it isn’t.  You have to try the unlocking portal.  If the phone isn’t eligible, or is blacklisted, it won’t be unlocked and you won’t get any help from AT&T since you bought it off the “blackmarket”.
