unlocking network provider lock

SIR I HAVE PURCHASED AN IPHONE 11 PRO FROM A PERSON WITH COMPLETE ACCESSORIES AND BOX AND I DIDN'T KNOW THAT IT HAD A CARRIER LOCK/ NETWORK PROVIDER LOCK SO NOW I WANT TO UNLOCK MY PHONE FOR OTHER CARRIERS THAT ARE WORKING IN MY COUNTRY. AND I HAVE REQUESTED MANY TIMES ON AT&T WEBSITE FRO UNLOCKING AND GOT SAME REPLY AGAIN AND AGAIN THAT MY DEVICE IS FLAGGED FOR FRAUD THAT'S WHY AT&T CAN'T UNLOCK SO KINDLY HELP ME TO UNLOCK MY PHONE OR TELL ME THE SOLUTION HOW CAN I REMOVE MY DEVICE FROM FLAGGED FOR FRAUD AND UNLOCK SO I NEED SOLUTION. It sounds like you got scammed. You should be asking for your money back and returning the phone.

AT&T cannot and will not do anything for you

Clearly AT&T will not unlock the phone and for good reason. It is probably lost or stolen or involved in an account that was opened,  but not ever paid for
