Unlocking ineligible iPhone 7

I recently bought an IPhone 7 from a reseller online. I know the device does not qualify for carrier unlocking because it hasn’t been paid off, but is it still possible for me, a non AT&T user, to unlock this device for another SIM carrier? I have no contact or relation with the previous owner and account for billing. Or what can I do with this device? It has no service or use, can I turn it in for something?

There is nothing you can do.  AT&T won’t unlock it until it’s paid off, period.  You can use it on AT&T or try and sell it, but just be clear to the buyer that it not unlocked, and may never be.
