Unlocking device

I was given the ok through email that my phone could be unlocked with at&t. When I add my SIM card into the phone it says the device needs to be unlocked. I am not sure what next step to do and I have contacted at&t and apple for support.

It meets the requirements. It isn’t a lost or stolen phone. It hasn’t been used in 5 years. I’d just like to use it for my kids. Why is it so difficult? Why can’t I add my sim to make it work?
