If it's not eligible, AT&T will deny the request.  Nothing you can do if that happens

Looks like you haven't paid off your device yet. Follow these steps to pay off your installment plan. Then, wait 48 hours before you submit a new request. How I can pay if I don’t know anything about att.Maybe,in this hard time att can help to person who living in the Ukraine

Sorry but you can’t pay it off. Only the original owner can pay it off. It would be nice if ATT would make an exception in your case and unlock it but that’s not likely.

I’ve not heard of AT&T making any exceptions for Ukraine, or anywhere else, and I doubt they will.  If the phone isn’t paid off, it won’t be unlocked.

@Nechnaz, we understand that you purchased a phone, and need it to be unlocked. We can send you some information about device unlock requests.

As our ACEs have mentioned we are unable to make an exception to unlock your device since it has not been paid off. We recommend contacting the previous owner and asking them to pay off the device, as you will be unable to do that for them. Please review the device unlock eligibility in order to proceed.

Your device:

  • Is an AT&T phone or device and isn’t active on another AT&T account.
  • Was paid in full when you bought it (not on an installment plan). You won’t have to wait 60 days to unlock it.
  • Has a paid-off installment plan.
    • Paid through your monthly bill: Submit your unlock request at the start of your next bill period.
    • Paid off early: The wireless number assigned to the device must be active for at least 60 days. Wait 48 hours after you make your final payment to submit your unlock request. Learn how pay off your installment plan.
  • Doesn’t have a past-due account balance. Make a payment to bring your account current. It will take 24 hours for your payment to post.
  • Hasn’t been reported as lost, stolen, or involved with fraud.
  • Is an AT&T PREPAID phone that has had paid service for at least six months.

Good to know: Don't have an account with AT&T? You can still unlock an AT&T device as long as it meets all requirements.

You can submit a device unlock request and check the status of your request.
