Unlock Error: Looks like the IMEI number you entered doesn’t match an AT&T device...

Hello i have iphone 6 locked to at&t, when i try to unlock there was alert Looks like the IMEI number you entered doesn’t match an AT&T device. Try entering it again. Dial *#06# on your mobile phone to make sure you have the right IMEI.
But in phone settings there is written that carrier is at&t, what can i do ?

How do you unlock a phone if you're no longer a customer if you must have an active service?  The unlock portal is not recognizing my phone but I have inserted an ATT sim and it is clearly locked by ATT.  I have proof of ownership and have submitted an FCC complaint because I keep getting the run around from ATT.   

 

Eligibility requirements
  • Have a device that isn’t reported lost, stolen, or involved with fraud.
  • Complete your contract (including paying any early termination fees). Or, pay off your installment agreement at least 24 hours before your unlock request.
  • Confirm that your device isn’t active on another AT&T account. This applies to both of your lines if you have a Dual SIM.
  • Wait 14 days after an upgrade to unlock your old device if you upgraded early. Or, wait 30 days if you have a business account.
  • Have active AT&T service for at least 60 days with no past due or unpaid balance.
  • Verify your AT&T PREPAIDSM device has been active for at least 6 months, if applicable.
  • Email your temporary or permanent change of station (TCS or PCS military documents for eligibility, if applicable). If you’re on active duty, you don’t have to complete your installment agreement or contracts.
  • Get your company’s permission to unlock your business-owned device, if applicable.
