I bought an iphone 7+ from a person online and turns out they still owe money on their account and i dont have at&t as my carrier so i needed it unlocked. i went to the website to unlock it and i cant do it because the previous owner never paid it off completely, please help. The IMEI and everything was clean so i thought it was okay.

There is nothing ATT can or will do. They are entitled to keep the phone locked until the person they sold it to pays it off.
Contact the seller for a solution.
