The message says the phone cannot be unlocked because it's not paid off. If you are the original owner and purchaser of the phone you need to make sure that your AT&T bill is paid current, and that you have 100% paid off the phone. If you have purchased a used phone from someone, then you are stuck. AT&T will not unlock the phone for you, which is their right.
