Unlock request impposible to submit

I have an iphone that was sent by Apple as a replacement phone. The original phone was an At&T phone.

The new phone was sent SIM locked by apple

As a result of an IMEI check I I have thid regarding the hone SIM locked status:

Next Activation Policy ID: 23
Locked Carrier: US AT&T Activation Policy

How can I request an unlock for this phone?

When trying AT&T's unlock site I get this message: We can not unlock this device because we did not sell or activate it.

How can I request an unlock for this phone?

Hi jcastano! Let’s meet in a Direct Message (DM) to discuss that unlock device request for your iPhone that was replaced by Apple Warranty.

 

Please check your Direct Message Inbox for a message being sent to you. Look for the chat icon next to the bell icon in the upper right corner of the Forums page.

 

It is not uncommon for some iPhone customers with Apple Warranty replacement devices to be denied unlocks due to a non-AT&T IMEI. Apple will even show the device as being activated on a carrier other than AT&T.
