Unlock Request Denied - Need Help as no alternative solution provided

I'll try to keep this brief but detailed... bought an iPhone XS Max in full for cash for work when my landlines were down for a brief period. Since I had Apple Care, I exchanged this iPhone due liquid damage. As my work phones were fixed, the need for this iPhone was gone so I turned around and sold it's Apple care replacement. AFTER the sale, which clearly stated it was Apple carrier locked, the buyer messaged me he needs it unlocked. I have the IMEI of the new replacement phone, but this IMEI is not recognized in the database with AT&T since it's a different phone with a different IMEI, and I'm guessing Apple Care is the only entity with this information.

At&t only recognizes your original IMEi.  Do you still have an account and service?   Prepaid?   How about your Apple receipt?   You will need receipt to prove it was a full price purchase and contact At&t for unlock.  You may have to file an FCC complaint.  

(Btw if you bought a sim free phone from Apple, they should have given you a sim free replacement.  Sim free phones can’t be locked)

No I do not have this phone on an account, and never activated this imei. I sold it as soon as I received it. I'm thinking I will have to have the buyer return it and I'll sell again, hopefully to someone on ATT network
