unlock phone

I put in a request to have my phone unlocked. Request (Edited as per community guidelines). I just got an email saying that it can't be unlocked because the device has not been active for 60 days. I have had this device way longer than 60 days. I need someone to look into this for me.

Have you been paying AT&T monthly for phone service for that phone for over two months?
