Unlock issue

Hi, I'm trying to unlock my phone, when I submit the request, it shows" Looks like we're already processing a request for this IMEI." I 'd like to request unlock as a non-ATT customer and I think I fulfill all the requirement. I didn’t get any unlock confirmation email either. What to do?

You will probably have to call AT&T.
That doesn't work. You can file an FCC complaint online and AT&T will call you in a couple of days.
