Unlock iPhone

I have an iPhone 14 that is fully paid and out of contract. I tried to unlock it for the first time and I received a message saying that I have tried to unlock it too many times and need to wait 30 days. 

How is that possible if I that was the first and only tme that I tried to unlock the phone?
