Iphone14 Pro has a locked IMEI with AT&T. (SIM locked to carrier: iPhone 54.0), and an IMEI unlocking service cannot unlock after trying 72 hours. How long before ATT lets IMEI be registered to another carrier

Unlock services cannot remove service provider locks. Only the carrier can give permission for Apple to remove a carrier lock.
The device in question must be eligible to be unlocked. It has to be paid off and the related account has to be in good standing. Minimum service requirements may be required
