Unlock device
Hello, I bought my device from a seller in Ukraine about a year and a half ago, but then I found out that it is Sim locked. When I tried to fill out a form to unlock from your website, I got this warning:
"It looks like your device is on an installment plan and you haven't paid it off yet. Follow these steps to pay off your installment plan early. Then, wait 48 hours before you submit a new request. If you pay off your device as part of your regular bill, you'll need to wait until the start of your next bill period."

AT&T won't unlock a phone that has not been paid off, and you cannot pay for it. Only the original owner can do that.
Since AT&T doesn't sell phones in the ukraine, whoever you bought it from was probably selling a lost or stolen device.
There is no solution, AT&T is not going to unlock the device and does not have to.
