Unlock device

I have bought uses iPhone XS Max locked at AT&T and tried many times to unlock it through your website and always I have 2 messages 

you have tried too many time to unlock during the previous 24 hours, try after 24 hours 


we have technical difficulties! 

the phone is elegance to be unlocked 

why I can’t unlock and have these messages always ?!!!!!

Usually the technical difficulties message means that something is wrong with your request and it’s being kicked out, or your IP address is being blocked.  The tried too many times means exactly what it says.  For the first message, try a VPN.  For the second, wait the recommend time before trying again.  If you keep having issues, you can try calling AT&T, but if you’re not a customer, or not the phone’s account holder, it’s likely that they won’t help you.  Options after that are filing a FCC or BBB complaint.
