Unlock Device Portal down for weeks

Im using the non-AT&T customer option and i get this error: "We're sorry, but we're having technical difficulties with our network at the moment. Please try again later." I have been getting this for 10 days. When will this be remedied and why is it happening. Im able to enter my IMEI and my Make and Model. Is this happening to anyone else? I'm irritated at this point I've been trying for over a week continuously

The portal is working fine.   

If the phone isn’t in use on your account, apply as a non customer.   

Careful with the captcha

Check your using the correct information if in use on your account. 

You are asked for your 4 to 8 digit passcode/PIN, not alphanumeric password, which is a common error

I've applied as a non customer doesn't work. Even called customer service
and they couldn't get in either can you please do it from your end than.

I've done that as well. I have already been thru all the notes and tried 3
different browsers and deleted cookies. Can you do from your end please

You have to call to reach tech support, there is no email.

I called tech support and they said they couldn't help since I was not an
authorized AT&T customer that got me no where, they kept saying I had to
verify my account. But I have no account with AT&T so he wasn't able to
assist. Can I please have an email or someone I can write too. I paid
hundreds of dollars on a phone I can't activate with my carrier and I don't
have access to the guys account I purchased it from to verify.

Unfortunately, AT&T has no obligation to help third party buyers of phones locked to them.  Their customer support is for individuals that have have paying accounts with them.  They will unlock phones for anyone via the online unlocking portal, assuming that their conditions are met, but I don’t think you’ll be able to get AT&T Customer Service to do much for someone who isn't or has never been a customer.

Me, too.  Supposedly, this is an easy process, but looking at the forum, several people have had this same error.  Please help.
