please figure out my unlock device problem

my question was about unlock device. i did request 10 times. But, they send me delined every times. finally i was talking att. They said " your phone will be unlock in 2 days" and they send me that email. But, i still have problem about unlock device. mine is still lock. I CAN'T USE MY COUNTRY ( SOUTH KOREA) USIM CARD ..

 

But, my phone still lock now. and i try to send request unlock form. Even, that is not working. i was talking with att guys. he tolds me my problem will figure out in 2 days. now today is 5 days...

I don't understand what that letter has to do with unlocking. Did you request the unlock through the unlock portal - www.att.com/deviceunlock ?
