Hi Gerald1999! Here's what you need to know about submitting a device unlock request for a phone purchased from a third-party seller.
When it comes to purchasing a phone from a non-AT&T authorized dealer, it is advised that before you complete the purchase, that you make sure the seller performs the unlock request.
In some instances, you will have to contact the seller to perform the request. You will find these details under eBay & Non-AT&T Purchases when you visit AT&T Device Unlock Help - Solutions & FAQs.
Also, if your device is not an AT&T brand then we won't be able to unlock it. We can only unlock AT&T devices. You will need to contact the original cellphone wireless carrier to unlock the device.

If you got the phone from a third party seller and the phone isn’t eligible for unlocking, there is likely nothing you can do.

But the phone is already fullypaid and a good record why they cannot proceed unlocking? the device is not lost or involve in fraud and even no unpaid bills

But the problem is I dont have contact to that seller its long time ago. Carrier device lock on At&T its so unfair you dont give consideration to unlock my carrier network you can see the status of the device its eligible even though it from other seller but seller of the device came from you and sold us and whats the diffrence to not make a device request unlocking

AT&T has an obligation to the original purchaser of the device. Unfortunately, as a third party purchaser you have no way of knowing if the device actually does meet the eligibility requirements. It may not be paid off, it may never have been activated on AT&T.
If the original purchaser cannot unlock the phone for you, you are stuck. You will have to use AT&T service or resell the phone as being locked to AT&T.

Does ATT policy say how many times we can try to unlock the phone? 2 times per day or 3 times per week? If not this reason is just a (Edited per community guidelines).

If you keep requesting an unlock of the same phone, and keep getting turned down, then you need to figure out why you're being turned down rather than continuing to request an unlock.
The denial should give some indication of why the unlock has not been performed.
And no you cannot apply for the same unlock twice in a day, you get once. And if you keep asking to unlock the phone too many times you will get the you've asked too many times try again in 30 days message.
So why is the phone being denied? Are you the original purchaser of the phone? Have you fulfilled all financial obligations on the phone and the account?
