I am sorry you are having trouble unlocking your device. I am more than happy to assist with this!
We definitely want you to be able to unlock your phone and I apologize for any inconvenience caused by this. If you go here and fill out the info you are able to have the device unlocked way. After opening the link you will want to select Unlock your Device, answer if you are an AT&T wireless customer or not, fill out the info there and enter your IMEI number.
After you submit the unlock request it will take two or three business days to process. Once you have completed submitting the request you can check your unlock status any time by going here.
