Unlock approved but still can't activate my iPhone 5s with another sim carrier

I have sent device unlock request and receive approval email from at&t.

 

I follow the instruction from the email but still get sim not supported screen when I try to activate my iPhone.

 

I dont know how to contact at&t because I am from another country and also I don't know the email support address.

 

Anybody can help me what must I do?

Do you still have an old ATT SIM card? You probably need to follow the alternate instructions and connect the phone to iTunes and do a backup and restore to complete the unlock but you need an ATT SIM card for that. The SIM card does not need to be active, it just needs to be recognized by the phone.

No, I don't have it. Is there another way? like using R-SIM or anything so I can do backup and restore?
