Unblock Caller

I have preformed everything I can find including full erase of phone and still can't receive calls from the primary account holder.

Riddle me this Batman??

When you mention "Unblock Caller" are you currently using the AT&T Call Protect or a 3rd-party call blocking feature on your device?
Are you able make/receive calls from your contact list and other callers?
