Unable to lock fully paid iPhone XS

I bought my iPhone XS on installments last month, then I travelled to China. In order to use my local SIM card, I paid in full amount after I was told that they could unlock it if paid in full. However now they are saying I cannot unlock it unless my account has been active for 60 days. I had a prepaid account before doing the installment. New account is only about three weeks old. Why is it so?? I was on the phone with AT&T for 3 hours trying to solve this. Some of them told me it's possible, some of them told me it's not. Neither of them were able to unlock it.

Good afternoon @evelynliu1115, we'd be glad to assist you. In order to unlock your device you would need to have either 60 days of postpaid service or 6 months of prepaid service. Follow the link provided to read more about the Eligibility requirements. Thanks for reaching out to us.
