Trying to unlock old phone but keep getting an error message. Tried multiple days and used different browsers and devices.

The error message is: We?re sorry about this, but it looks like we?re having technical issues. Please give us a few minutes to sort it out, and then try again. I tried calling support but I don't know my PIN so the automated system hangs up on me. The phone was listed as unlock eligible.

Is the phone is listed as unlocked eligible, that may also mean it's not carrier locked. Are you sure it is carrier locked? 

If you purchase it from the manufacturer as an unlocked device, it probably is unlocked.
