“the configuration for your iPhone could not....” error message after update

I woke up this morning with the “the configuration for your iPhone could not be downloaded from Apache Corporation. cancelled” I’m not sure what happened here. I saw you reply to someone else with a similar issue about a hard reset, I tried that and it didn’t work. I tried to disconnect from my WiFi and try another WiFi source and it didn’t work either. This phone is a hand me down so I’m not the original owner. It’s an iPhone 7
