Switch phone for iPhone 13?
I'm an international student currently studying in the US. Shortly after we arrived, my mom went to an AT&T store to buy me a new iPhone with an American number, but at the branch she visited she was told that there were no iPhones available for prepaid plan holders; only postpaid, and I wasn't eligible. The only phone they had in stock at that time was the V340U with Android 10. I needed an American number, so now I have an Android phone with a prepaid Unlimited Monthly plan.
Now that the iPhone 13 is out, I'm wondering if I can swap my Android for an iPhone 13 and if I can do so at no cost? I'm looking to get the baseline iPhone 13 mini.

The V340U isn’t on the list of eligible smartphones for the trade in offer. Not to mention, your phone costs $40, so you’re not going to find a deal where you can trade in a $40 phone for a $700 iPhone. Also, it’s doubtful that you could get an iPhone 13 on prepaid. To get the “free” deal, you have to sign up for the 30 month installment plan, and I’m sure that’s postpaid.
You can always buy the phone from Apple SIM-free and put your prepaid SIM in it.

What the representatives said at the AT&T store you've visited is correct.
At this time the iPhone 13, 13 mini, 13 pro & pro MAX are not eligible for AT&T prepaid accounts/services, but is eligible for AT&T postpaid w/ a qualified unlimited plan.
The "at zero cost" promotion for the iPhone 13 128GB / iPhone 13 mini 128GB / iPhone 13 pro 128GB models is for qualified AT&T customers w/ installment plan agreement.

Will an iphone pro max 13 work with at&t prepaid service? Do you need to adjust something in the settings?

It should work just fine with prepaid. As long as it’s an active, functioning SIM, the phone doesn’t know or care. You just can’t buy the phone as a prepaid phone.
