Swap SIM Cards from ATT iPhone XR to ATT iPhone 11

Question

My wife and I currently have two iPhone XRs on ATT. I'm getting two new iPhone 11s, and porting my son and daughter's phone numbers over to ATT from Verizon. My wife and I will take the new 11 iphones and give the older XR iphones to our kids. What is the best way to swap SIM cards to make this transition as easy as possible?  Should I activate the new 11 phones and them swap SIMs or swap SIMs then activate the new phones?  Do I need to do anything after the swap to ensure SIMs and phones are properly assigned?

Since the new phones are probably going to be purchased under a free or discounted phone promotion, please activate those new phones on the correct numbers that are assigned. Once the SIM card is activated in the phone and their numbers ported over from Verizon then you can swap sim cards.

Do a good iCloud back up for everyone's phones
Once you swap SIM cards you can set up the new phones with your information. Factory reset the old phones and set them up with your children's information.
