Sim locked

Hello 

I got 2 at&t locked devices on governmental auction (propertyroom.com). When I go through at&t sim unlock steps it declines process... Reason "lost or stolen"... I purchased phones legally... could you please help me out

It doesn’t matter if you purchased the phones legally, if they are flagged as lost or stolen, there is nothing you can do about it.

If they were reported lost and stolen, there is nothing that can be done.  They won’t be unlocked, nor are they usable on any network in the US, or in any foreign country that uses the phone blacklist.  The fact that you later bought the phones legally doesn’t mean anything.  Once a phone is reported last or stolen, only the person who reported it lost or stolen can get it removed from the blacklist.

Given that the site you referenced seems to be selling items from police auctions, the phones having been stolen doesn’t seem like it would be a surprise.
