SIM card locked, brand new iphone 13 pro max, is this normal?

How can I unlock my SIM card? Was told that was normal until phone completely paid for?? Does it being locked affect the working ability of my phone?

Yes that is normal but your SIM card is not locked, your phone is locked. That means a SIM card from a different carrier won’t work in the phone. As long as you have an ATT SIM card, being locked has no effect. ATT will unlock your phone once it is paid off but you will need to put in an unlock request.

AT&T still locks phones.  

If you don't want a locked phone, I have to purchase a Sim free phone directly from Apple. Phones purchased from third-party retailers like Target and Best Buy are subject to Apple's us Flex activation, which means they will walk to the first service provider whose SIM card you insert into the phone.
