Removing AT&T account from iPad Air 2

Device sold as used. No SIM card .
I bought a new SIM card from consumer cellular. Activated said card. The cellular showed four bars then shut off service.
I reset cellular data. Reset device. Restored device to factory. The thing still associates AT&T as the cellular service. AT&T says can't help you, consumer cellular says AT&T locked it. Any ideas would be helpful

You need to restore via iTunes. Because if the carrier version is still AT&T then only a PC/Mac with iTunes and full restore will correct that. Go to SETTINGS - GENERAL - ABOUT and what does the carrier line say?

Is it saying network blocked?   I'm suspecting its blacklisted.
