Releasing Phone Number

My husband wants to transfer his number to my plan. Is there anyway to release his phone number without having to contact his father (account holder)? He has a narcissist for a dad who refuses to do anything to help him out, but my husband doesn’t want to lose his phone number. 

We do not know the account number but know email address, full name, and DOB of the account holder.
