Refund iPhone X
I just bought this phone off my friend and the screen barely works and I heard there was a recall on the iPhone X I was wondering if I could still get a refund or switch out or get a repair on this phone before I transfer my plan over

You cannot get a refund or switch out the phone as you are not original purchaser and refunds or swaps must be done within 14 days of purchase.
You can take the phone to an Apple store. If it is still under warranty, they can repair it or replace it at their option.

I haven’t heard of any recall on the iPhone X, and if there was, it would be through Apple and you would have to go to them for repair or replacement.

There is no recall on the iPhone X.
If you want a refund, you will have to go after your friend. And you will lose, because it was an as-is sale.
You can take it to a Genius Bar to find out about fixing it, but it's likely they won't do it for free.
