If you are the one who reported it stolen, and you did not replace it with insurance, you just call AT&T and they can remove it from the blacklist.
If you reported it lost or stolen and had it replaced with an insurance replacement, Asurion is the one who blacklisted it and it will not be removed from the blacklist because Asurion owns it.
