No service

I am currently living in Thailand. My dad just switched to AT&T. He shipped me my phone and it is not working. It states on the top right I have no service. I tired taking out my sim, restarting my cellar settings, data roaming is on and cellular data is on. How do I resolve this?

New postpaid accounts cannot roam for 60 days.  Prepaid cannot roam at all.  Prepaid phones are locked for 6 months, and would not have bands to work in Asia.  

Buy local service and phone, because this isn’t going to work.

Unless the phone was bought from Apple as an unlocked phone, it’s locked to AT&T and would need to be unlocked to be used in Thailand.
