New iPhone 7 Activation error

I bought my new iPhone 7 yesterday and i can't activate it.  

 

This is the error message that comes up whether I use my old SIM card, the new SIM card, wifi, cellular connection,  or hard restart.  Nothing works.  

 

Could Not Activate iPhone 

we could not complete the activation your iPhone.  

The SIM card in your new iPhone is not the one that shipped with it.  Please reinsert that SIM card and restart the activation process by turing your iPhone off and one.  

 

Anyone have this same issue or resolved this issue.  AT&T could not help and Apple was clueless.

I have the same issue with the iPhone 8 I bought yesterday. Did you find a solution?

Apple decided it was a hardware issue, I exchanged it for a new one.
