Need upgrade reversal

I had a pre ordered iphone 12 returned to apple, because of an address issue, but my upgrade is stuck in limbo and unable to get a new phone. I have called att and apple many times and both have not been able to figure out a solution just keep saying they will escalate and call me back in 3-5 days. It had been a month now and no response.
