Need a Local second phone number for my iPhone, Dual Sim?

I have a local Oregon area code phone number but moved away from Oregon over 10 years ago. Never had or wanted to change the phone number, until I started a business. Now I need a local phone number and went into ATT and they mentioned the Dual Sim, super easy. However, 35-40 bucks per month is the charge. Being that I already have Unlimited Data on my current line, It feels like I'm double paying to get a second line on one phone, as it was 35 bucks for 3gb and 40 bucks for unlimited for this added line. Any recommendations or possibly other ways like google voice?

Essentially, you're buying a second line that you can access through a single phone, so it costs what an second line would cost.  (It is worth noting that the cost for each line when you have two is cheaper than when you only have one, so that two lines isn't double what one costs.)

Another alternative would be a VOIP service with an app that runs on your phone.  You'd just have to be intentional about noticing when a call comes in, how it is coming in, and using the app to call out with your business number (vs. the built-in phone app).

You are buying a second line, and are charged on that basis.  Whether both lines are physically in one phone or in two different phones doesn’t matter.

These... ⬆️⬆️⬆️

The cost of a second line depends on which plan you are on. The Mobile Share value plan would only cost you another $15 to add an additional line the advantage plan  only $20.

On the current plans a second line would cost you quite a bit more. One line on starter is 65 , Two lines on starter or $60 each for a total of $120.  Not a bargain.

So options...

If you want a local number, on the cheap, don't get post paid. You can purchase a a prepaid line for $300 for a full year, Or $30 for a monthly plan.

Both of these options include data, but they are a lot cheaper than a postpaid line on current plans.

If your phone is unlocked you can also use an mvno which may offer a phone number for even less.

And a virtual number is a nearly free option.  You may have to acquire a number through the service provider and pay the activation fee and then you can Port it to Google Voice for a one-time $20 charge. You can continue to use the Google Voice number for free.
