Mobile security app - not receiving PIN

I enter my cell number and request a PIN to start the mobile security app - get the following screen below - no PIN ever arrives via text - deleted app and downloaded it again , same results 

this is on iPhone XS iOS 12.3.1

anyone háve suggestions ? Thanks
