Locked out by Apple ID, need to have it unlocked

Cannot remember the Apple ID or password to access the phone.

How is the phone “locked”?  If the screen is locked (i.e. because you don’t know the passcode), then you need to do a factory reset, which will wipe the phone.  If there is an iCloud lock, you’ll have to speak to Apple about that.  AT&T has no idea what the Apple ID or password is.  The only “unlocking” that AT&T is involved with is carrier unlocking a phone so that it can be used with other carriers.
