Law Enforcement Discount

I purchased an iPhone X in August and was told with my LE discount, I could come in at anytime for the duration of my contract to get the free phone. (LE discount is buy one get one free). So I called today to go in and they told me I had to pick it up within 14 days of purchase. Anyone know a way around this? Or why I am being told multiple different things? Extremely frustrated with the lack of consistency and poor customer service.
