Issue with unlocking Device

I am trying to port my iPhone XR over to Verizon. My phone is no longer on a contract with AT&T and I have completely paid off my installment plan. The account that my phone is on actually has a credit for $12 right now so there is no past due debt. I have gone to att.com/deviceunlock and when I get to the step that asks to type in my IMEI number, i get a notifcation stating my device has already been unlocked.
Once I get to the Verzon store and put a verizon Sim card in my phone, I get a message on my iphone stating sim not support because the (Verizon) sim is from a carrier that is not support under the activation server.

Someone please inform me on the best plan of action here so that I can make sure that my iphone will actually become unlocked and allow me to port over to verizon. Thank you!

Contact apple ask them if they received an unlock request from AT&T
