Hi, I bought an iPhone in Russia. But as it turned out, they didn't pay for it in the United States. I want to pay for it myself to unlock imei. How do I do it?

You can’t. Only the original owner can pay it off.

No, you need the original owner to contact you. The original owner may or may not be the reseller and likely isn’t.
