iPhone unlock - error

Hi, I'm trying to unlock an iPhone through https://www.att.com/deviceunlock/unlockstep1 and keep receiving the error "Oops! Looks like we're having network difficulties. Try again later." for several days now. Is there a way to contact support to help me with the issue?

Usually the message means that your IP address is blocked somewhere, or that the phone can’t be unlocked.  You can try using a VPN, but the only way to contact them is to call them.  If you’re not a customer, it’s unlikely they will help you and instead will just tell you to use the online unlocking portal, which isn’t working for you.
