Sorry, but when you have no iTunes, you can only use iCloud (Find My iPhone feature is enabled), Siri or a third-party iOS passcode unlocker.
1. Unlock iPhone Passcode with iCloud:
Step 1: Simply go to the official site of iCloud (www.icloud.com) on the browser. Log in your iCloud account with correct Apple ID and password;
Step 2: Click on the "Find iPhone" button and select your disabled iPhone under the "All Devices" option;
Step 3: Next press the "Erase iPhone" button to restore your device to factory settings and the screen passcode will also be removed.
2. Unlock iPhone Passcode with Siri:
Step 1: Press and hold the Home button to activate the Siri on your device;
Step 2: Ask Siri what time is it. Click on the clock image when Siri displays the time. This will bring up the World Clock/Alarm/Stopwatch/Timer screen, click on the timer option > "When timer ends";
Step 3: Scroll to the top of the list and choose "Buy More Tones", which should open the Apple Store;
Step 4: Press on the Home button again and it will bring you to the main screen with full access to the phone.
3. Unlock iPhone Passcode with Joyoshare iPasscode Unlocker:
Step 1: Connect iPhone to computer and open Joyoshare;
Step 2: Boot iPhone into DFU/recovery mode by following the screen instruction;
Step 3: Download & verify the firmware package;
Step 4: Unlock disabled iPhone in Joyoshare.

If you have forgotten the screen lock passcode on your iPhone, there are a few different methods you can use to gain access to it again. Apple Support has a great page all about what to do if you have forgotten your passcode.

When you don't have iTunes, that means you can't use Apple's official method to solve it. Using Siri is good for you:
In the first step, press the Home button to activate Siri and ask her to open a non-existent application.In the second step, Siri replied that you don't have such an app, but she “can help you find it in the App Store.” Click the App Store button to open the “New Restricted Browser Window”.The third step is to select the update and open the previous app. Or "Press twice on the Home button" to display a preview of the task slide. Slide to the pre-active screen task to bypass the password lock screen on iPhone models 5, 5s, 6 and 6s.
In addition, you can use iCloud to erase locked screen or find a simpler and faster way to solve forgot iPhone passcode without restore.
In fact, if the iPhone is not a stolen iPhone, you have many methods to unlock iPhone passcode, when we forgot iPhone passcode, you no have passcode, or you got a second-hand iPhone but no have passcode. You can unlock passcode by:
Log in your iTunes, you can erase your iPhone from the iTunes. But you should be sure that your Find My iPhone in your device is off, you can use this method.
The Find My iPhone in iCloud can erase your iPhone also, but the Find My iPhone in your device is on, you can use this method.
3.DFU or Recovery Mode
If you no have iCloud and iTunes, you can use DFU and Recovery Mode to unlock iPhone passcode.
4. iPhone Unlock
You can also unlock iPhone passcode with iPhone Unlock, just in steps you can unlock iPhone passcode.
I have the same problem and searched on the Internet. It asked me to restore the device with iCloud or a third-party tool. Some said I can restore with iTunes or DFU mode, but it may not work for you since you don't have iTunes.
