Are you talking about a carrier lock and are trying to use the phone with another carrier than AT&T, or blacklisted and barred from the network?  If it’s the latter, only the person who requested that the phone be blacklisted can remove it from the blacklist.  If the person you bought it from said it was removed from the blacklist, then you need to take it up with that person.  Personally, I’d try to get my money back, as you bought a phone with some issues.

That phone is blacklisted and it wasn’t due to inactivity. Phones get blacklisted when reported lost or stolen and in some cases for non payment. Sorry to say, you got ripped off.
